2. Job Summary

The Administrator ensures and maintains regulatory compliance as mandated by Title 17 and Title 22 Regulations. The Administrator also ensures the health, well-being, and safety of residents; maintains regular communication with conservators and other outside agency representatives; manages staffing and labor hours in order to provide high quality supports and services; and trains and mentors direct support professional staff. The Administrator must not manage more than 8 beds at any given time, must be on call 24 hours a day, and must spend a minimum of 20 hours per week in each of their home.

3. Knowledge, Skills & Abilities

  • Knowledge of state and federal laws; Knowledge of Regional Center, Department of Social Services, Department of Developmental Services and State Council on Developmental Disabilities; Knowledge of Title 17 and 22; Knowledge of facility program design; Knowledge of and adherence to the People’s Care Mission Statement; Knowledge of Individual Program Plans; Knowledge of resident service needs; Knowledge of medication administration protocol; Knowledge of behavioral plans; Knowledge of emergency disaster protocol; Knowledge of abuse reporting protocol; Knowledge of accounting principles; Knowledge of human resources principles, knowledge of personal and incidentals and profit and loss.

4. Education and Experience

Minimum Education:

  • Bachelor's degree in Psychology, Sociology, Human Services, Social Services, or related field preferred
  • Adult Residential Facility (ARF) certificates
  • San Gabriel – Pomona Regional Center (SG/PRC) Regional Service Orientation (RSO)
  • Licensed Psychiatric Technician (LPT) or Registered Behavior Technician (RBT) required
  • Component 1 class DSP I and DSP II certificates
  • CPR/FA and CPI certification
  • PCM Training
  • Abdominal thrust technique

Minimum Experience:

  • 3-5 years experience in the field working with clients with developmental disabilities
  • 2 years experience as an administrator working in a level 4G or above home
  • 2 years minimum supervisory experience

5. Essential Functions

  • Directing and evaluating the home within the limits of the functions and policies established by People’s Care
  • Preparing the facility budget and managing expenditures according to the home’s budget limitations.
  • Developing an administrative plan and procedures to define lines of responsibility, workloads, and staff supervision.
  • Recruiting, employing, and training
  • Instituting, maintaining, and overseeing a system of medication administration and record keeping
  • Reporting special incidents pursuant to Title 17, Section 54327
  • Providing services in accordance with Regional Center contracts, facility program designs, individual program plans, individual service plans, and other plans developed by consultants/other professionals involved in supporting the residents
  • Maintaining resident files and a facility files as specified in Section 56059 (a), (b) and (c) of Title 17, Chapter 3, Subchapter 4
  • Meeting with identified agencies and service providers including, but not limited to, representatives from the Regional Center, Community Care Licensing and day programs, as needed
  • Maintaining on-going resident daily notes, preparing and submitting quarterly progress reports in accordance with Section 56026, Chapter 3, Subchapter 4, Title 17
  • Participating in ID team meetings

7. Physical Requirements
The Administrator frequently works in an indoor setting with occasional outside work. Occasional lifting 50 lbs. plus. Occasional bending, stooping, squatting, pushing, pulling, reaching, crouching, balancing, twisting, kneeling and running. Frequent traveling, walking, driving, keying/fingering, grasping, standing, sitting, hearing, talking, repetitive hand and finger movement are required. Must be on call 24 hours a day 7 days a week.

8. Other Requirements
This position will require a valid California ID or Driver’s License, 21 years old, 5 years of continuous driving experience, no more than 3 points, and no DUI. Candidate must successfully pass all pre-employment requirements, including but not limited to background check, physical etc. If required to drive, candidate must possess proof of valid insurance and registration.
