2. Job Summary

Provides management of residential programs ensuring People’s Care is adhering to all rules, regulations, policies and laws by overseeing all activities directly related to providing services. Assists in establishing/implementing
departmental policies, goals, objectives and procedures working with all levels of management, agency officials and staff, as necessary. Determines staffing requirements and also interviews, hires and trains new employees.

Provides direct management and supervision of residential home programs to ensure People's Care is adhering to all local and State regulations, policies and laws relating to the provision of quality services to employee coaching and development by providing direct guidance and leadership support to residential administrators. Works in collaboration with all levels of management, agencies officials and staff as necessary. Manages and determines staffing needs and requirements. Actively involved in candidate interviews, selection process and training.

3. Knowledge, Skills, and Abilities

Knowledge Required:

  • Services supplied in accordance with Title 17 & 22,
  • Regional Center contracts, facility program design and Individual Program Plans, state and federal laws, Department of Social Services, Department of
  • Developmental Services, State Council on Developmental Disabilities.

Skills Required:

  • Tact and discretion in a diverse, multi-cultural, multi-ethnic environment

  • assist in analyzing situations and help adopt an effective course of action.

Abilities Required:

  • Demonstrated ability working in a collaborative team environment, maintaining positive relationships
  • assist in compiling/presenting narrative/statistical reports in a concise/comprehensive manner; able to communicate effectively in written and spoken English.

4. Education and Experience

  • Bachelor’s degree preferred and or equivalent experience and other special training as required by the PCI program designs
  • RSO and ARF certificates
  • Component 1 class
  • DSP 1 & 2 certificates
  • CPR/FA and CPI certification required
  • 3-5 years of increasing management experience and or responsibilities supervising 8-10 direct reports proving special services to adults with developmental and intellectual disabilities. Experience preferred with dual diagnosis adults and other developmental disabilities. Must maintain current ARF license, certifications and trainings.

5. Essential Functions

  • Manage Administrators, assigning specific duties and monitoring all homes and locations within geographical area
  • Responsible for area staffing, training and individual employee coaching discipline and employee relations
  • Develop, implement and maintain written staff training plans that outline expectations and accountability standards
  • Responsible for employee leadership growth and succession planning in geographic area
  • Manage facility files as specified by California Code of Regulations (CCR), Title 17, Chapter 3, Subchapter 4, Section 56059 (a), (b) and (c)
  • Prioritize safety of PCI employees and individuals supported, including Safety Program/Awareness/Recognition in all homes
  • Act as agency liaison working with service providers, Regional Center representatives, Community Care Licensing, agencies and day programs, as needed
  • Ensure oversight through Quality Assurance reviews and regular site visits
  • Proactively pursue client notes system/General Event Report (GER) “high level” action items
  • Participate in Individual Program Plan (IPP), interdisciplinary (ID), transition team meetings
  • Manage all budgets and financial costs associated with homes, including labor costs and other monthly expenses
  • Need to be available 24/7 and act as Administrator back-up
  • Perform other related duties and assignments as required

7. Physical Requirements

This position works in an office, home and outside environment. This position frequently requires driving, keying/fingering, hearing, seeing, speaking, standing and walking. Also required occasionally is lifting, bending, kneeling, reaching and possible use of Hoyer lift.
